tutorial you will need PSP, and Eye Candy

To Get Eye Candy
STEP 1
Open a new image
with the background color that you want your bar to be, 16.7 million
colors, with a Width of 10 and a Height of 300

You should now have
an image that looks like this

STEP 2
Next Apply the
Eye Candy Inner Bevel using the following settings: Bevel Width 8,
Bevel Shape:Button, Shadow Depth 33, Hilight Brightness 100, Highlight
Sharpness 32, Direction 125, Inclination 79.

STEP 3
Open up your background
image, and copy/paste the bar you've just made as a 'new selection'.

STEP 4
While your bar
is still 'selected' click on 'Image', 'Effects', 'Drop Shadow', and
use the following settings.

STEP 5
The last step,
is to trim the top and bottom of your background image, so that you
will have a smooth seamless bar when your background is finished.
I usually crop about 25 pixels off the top and the bottom both.
You now have a perfect
bar for your bordered background, that takes less than 5 minutes.
